Old Prison Puzzle

The warden has changed the lock on the west 3rd floor wing more times than I want to count 2 months ago it was the usual 4 number combination. But, lately he's become overly obsessed with security in that wing his only clue on the combination is " The truth will give you progress"," Good children are rewarded and bad children are punished, and finally " What's happens here stays here" this rubbish has to stop and now before I blow a fuse.

I'm trying to post my paint job designs from forza 2 although I'm having a tough time transfering my photos from my 360 to my desktop. (what a drag)
